Doug Short delivers professional electrical engineering services.  Doug has performed design duties for major engineering consulting firms in Vancouver. He has also taken on site commissioning roles in the Arctic, the Dominican Republic, Nevada and numerous sites in BC. Doug’s focus is power equipment, specifically commissioning of generators, transformers, switchgear, motors, HV circuit breakers and related HV substation apparatus. At a gold mine project, he was the lead commissioning electrical engineer on the team responsible for constructing and energizing a 230 – 36 kV substation with 280 MVA transformation.

Industry experience includes pulp and paper, oil refineries, mining, IPPs and electrical equipment manufacturing. Doug has also developed expertise in the grounding of industrial and commercial power systems.

He has also reviewed and stamped the test reports of contractors to BC Hydro at various substations. Test reports included those for HV breakers, power transformers, CTs, PTs, HV switches, ground grids, etc.

As Electrical Coordinator, responsible for on-time start-up of propulsion power substations. Equipment includes 25 kV AC and 600 VDC switchgear, power transformers, rectifiers and associated systems. Resolved field issues with electrical contractor, client and engineering.

As Electrical Commissioning Engineer, responsible for start-up of MCC’s , power transformers and motors. Resolved field issues with electrical contractor.

As Senior Electrical Engineer, applied field engineering and construction discipline to various plant systems and designs.

As Electrical Superintendent, resolved issues with contractors on site, vendors and other engineering disciplines for power and instrumentation systems.

As Senior Electrical Engineer, provided site support for Head Office Engineering. Evaluated condition of power equipment after a twelve year shutdown and recommended repair or replacement. Worked with contactors to resolve technical issues with site construction projects.

As Electrical Field Engineer, reviewed and created as-built drawings, worked with contractors and design offices to resolve technical issues at a variety of site areas. Sole electrical engineer on the team responsible for the construction and first energization of the main 230 kV substation, four large power transformers, 280 MVA in total and nine 230 kV breakers.

As Senior Electrical Engineer, designed power systems for petrochemical and mining projects in BC, the Middle East and South America. One project included a 287 kV substation, 70 MW of mill motors and two conveyor drives, each over 12 MW. Prepared specifications and procurement documents and evaluated bids.

As Lead Electrical Commissioning Engineer (2009) directed the safe and on-time start-up and commissioning of a 15 MW diesel power plant and balance of power plant systems. Also commissioned four large line-ups of 15 kV, metal-clad switchgear and four 2.2 km runs of 15 kV cable. Commissioned two underground dewatering stations, each with a capacity of 2.3 million litres/hour. As the owner’s representative supervised contractors and vendors and ensured commissioning specifications were adhered to

For infrastructure electrical projects (2007), developed specifications, reviewed RFQ’s, analyzed bids and recommended contract awards. The emphasis was on life-cycle-costs, not initial purchase price.

Designed and commissioned power infrastructure at an Arctic gold mining project, including a 2 MW power plant, site power distribution, airfield lighting, heat tracing and radio communications.

Assisted client with specifying, selecting, procurement, expediting and commissioning of power transformers, switchgear and medium voltage motor starters for a major project. Managed an eight man commissioning and installation team that completed its portion of the month long site work, safely and five days early.
